If I have a DualShock 4 plugged in to my computer during gameplay, the camera continually moves up and to the left. It's still responsive to standard camera controls (WASD, clicking and dragging, etc.), but other inputs seem to still be fighting against a continual up-and-left input. I did some limited testing to try to gather more information:
Moving the left stick of the DS4 moves the cursor around, but the right stick has no apparent effect
This issue does not occur when using an Xbox controller (tested with the Series X revision)
Plugging/unplugging the DS4 during gameplay immediately starts/stops the camera movement
I was able to reproduce this across multiple runs of the game, and it didn't seem to be correlated with any particular path into gameplay (loading a save, new game, etc.)
My computer has Windows 10 Pro 20H2 installed--please let me know if there's any other information about my setup that might be useful to share!

Steps to Reproduce:
Load into the game (can be a new game or a loaded save)
Connect a DualShock 4 controller
(!) Observe that the camera starts panning up and left
Disconnect the DualShock 4 controller
(i) Observe that camera panning stops
Reproducibility: 5/5
Expected Behavior: The camera will remain still unless inputs are entered.
Notes:
Moving the left stick of the DS4 moves the cursor as expected, so the game is receiving at least some input from the controller
This could not be reproduced with an Xbox controller (specifically the Series X revision)
I have Windows 10 Pro 20H2 installed on the computer this was found on
I have the same issue while using my Azeron gamepad. Unfortunately, there doesn't seem to be any manual fix I can do. If the Azeron is plugged in at any point, even if I unplug it, close the game, and restart, the pan issue remains.
