annoying, widespread bug: tutorial hides controls or information

In a wide variety of situations, the game places tutorial dialogs on the screen in such a way that certain game control widgets get hidden behind them and are no longer accessible to the player, or such that relevant information is no longer visible.  That's OK as long as they have an "Understood" button, but many such dialogs lack that button.  I just found another example which is so bad that i'm ready to call it an outright bug, so i'm posting a bug report here rather than a feature suggestion in the game design forum.


The obviously best fix - and hopefully also easy to implement - is to make sure that every tutorial dialog has an "Understood" button. That would also be beneficial in so far as uniformity of UI design usually helps users to relax and find their way around more easily, spending less thought on UI quirks and thus helping immersion.


Here is my newest example: After building my first settler, i obviously wanted to move it away from the city where it was built.  I'm sure every player wants to do that with every settler, it's the whole point of the unit.  But the button to move it is hidden behind a tutorial dialog that cannot be closed without disabling an unspecified part of the tutorial, see below for a screenshot.

Problems of this kind have become much less frequent in the June Closed Beta, but not everything has been fully fixed.  Some tutorial popups still lack the "Understood" button.  Annoying placement now feels rare; the worst example that i still found is the Harbor tutorial text which almost always hides other districts that the player might wish to build, see the following screenshot:

Welp. Finally playing the release, and the problem I have is that tutorial windows seem stuck behind UI elements so that they are unreadable.
