Hello, I am not sure if this is a bug or something I am missing? Where do that Total of 104 comes from if nothing is selected. It literally blocks my game if I dont make a decision.
You need to click the checkboxes to add surrender terms to your peace deal. Once the warscore cost of all your selected terms reaches 104, you can force the surrender.
