Quick example: Farming area says 7/8, and there are also 7 pops in that area also.  I have several pops in science, so I drag one over to the farm area to drop it in.  While hovered over the farm zone, it shows 8/8, but when I release to drop it in, poof, it disappears, and shows 7/8 again.  And nope, it does not go to any other area, just vanishes.  This happened multiple times to me so far.  

I don't know if it's connected, but the food input seems to be going crazy too.  I should have more than enough food for my pop, and on one turn it will say +1 in 3 turns.  But next turn it will say -1 in 1 turn.  And I have not changed anything to make it do that.  No settings; no new buildings; no new laws or religious settings.
