Steps to Reproduce

Load the attached save. Note that Stability in Memphis is trending towards 27%, and that a district will be built in 1 turn. End Turn. Note that Stability is now trending towards 17%.

Expected Behavior

Since the district gives -10% Stability, and Pride gives +10% Stability, the city's Stability should continue to trend towards 27%.
