OK - just started my game and immediately the map starts scrolling down and to the right - I've unplugged all my controllers but with no change.  

Any thoughts?

I'v had the exact same problem but in the opposite direction, Top left, it's unplayable.

2 minutes spent on google suggest to try turning off steam overlay and see if it helps.

Same problem here with scrolling to the left.
I turned off the steam overlay but nothing changed, still scrolling to the left :/

Top left auto-scrolling for me. I have to hold down the 'S' and 'D' keys to make it stop scrolling and then use the mouse pointer to click and drag the map. The only temporary fix I found was to restart the game and you may be lucky that it stops scrolling.
