I have declared a surprise war on my neighbor and I have taken all of his cities, however I am unable to actually peace out of the war. When I go to the diplomacy screen it just says, "Crisis: Give 3 cities" but I cannot demand those cities, I cannot remove those three cities, and there is no peace button. I am very confused
