is this mechanism not available yet ? I could not find how to use the special ability of my "Expansionist" culture that should allow me convert a foreign Outpost.

• Annex Territory: Pacifically converting a foreign Outpost or attached Territory and granting you control. You need to select an Army and bring it on a valid target to start converting it; the conversion will take several turns and cost a bit of  money. Using this action against another Empire will lead to a grievance.
