Description:
UI error appears in the "Cultural Blitz" widget.

Expected:
Message about not enough money is shown in the "Cultural Blitz" widget.

Actual:
AffinityActionFailureFlagsNotEnoughMoney string does not display correctly.

Repro:
?/5. I did not attempt to reproduce again.

Steps:
1. Start a new game and play until the first culture choice.
2. Choose culture, for example with Aesthete affinity.
3. Hover on the flag icon in the UI.
