Crippling AI weakness in a specific battle

While the battle AI isn't bad in general, i encountered a crippling weakness in a specific situation, see the attached save file.


Bug description:

My last remaining Archer is positioned in a fortification two levels above a plain.  Several enemy horse archers roam the plain below.  They just uselessly move around, back and forth, and do nothing instead of going around and attacking the archer from the back where they could attack him from above unless i'm mistaken.  So my archer can slowly pick them off one by one during several turns of the game, or until reinforcements arrive.


Steps to reproduce:

Load the Umayyads94.ctr save file and watch what the Edo Japanese horse archers do during the siege at Avaris.


Reproducibility: 5/5, seems fully reproducible to me


Expected behavior:

The horse archers should either move to the extreme north of the battle map, climb the high ground there, and attack my archer from the north - or just shoot at the archer from below, which they did manage to do with a close-combat unit that stood immediately west of the archer and got destroyed there.

Here is a variation of this AI problem, showing that it also happens with larger numbers of units.


My defending units - 1 unit of Hoplites and five City Guards - are inside the fortified city, but not on the walls facing the attacking horse archers, but instead on the other side of the city, away from the attackers.  Look at the screenshot below: in that situation, i clicked the "END ROUND" button.  The enemy did absolutely nothing - no movement, no attacks - and instead completely passed their turn.  I clicked "END ROUND" again, the enemy again did nothing, and so the battle was deferred to the next game turn.  Same behaviour in the next game turn, so i had as much time as i wanted to bring reinforcements, and the considerable enemy force of seventeen horse archers remained locked in by just a single Hoplite plus a few city guards, which helped a lot in winning the war.


By the way, this is all on the highest difficulty level ("Humankind", the one above "Civilization").
