I was playing a multiplayer game with 1 other player.  During the course of the game we made treaties etc. as usual.  At some point (prior to turn 28, save file available on request) the grievance system became broken for my player.  The end result of which is that initially we could not propose an alliance or conduct any trade as the game would inform us that we had a pending crisis (with nothing showing on that screen).


To do some further testing we started a war in order to see if peace would reset the issue and we could recover from there.  What ended up actually happening is that anything I did to annoy that player (settling nearby, etc.) would still generate a grievance as normal however nothing done *to* me would seem to generate one (we definitely at least tried settling a town, having a unit of mine attacked and retreating, having a unit of mine attacked and losing the combat, having an outpost resource ransacked, having an outpost ransacked and destroyed).


We have since given on actually *playing* the game because of how broken it seems (due to the fact that I'm unable to generate grievances I can't generate demands either which means we can't even propose a peace without someone being beaten badly enough to surrender because white peace requires a grievance on each side and neither of us was actually trying to play militaristic, we were both playing science/cultural civs so it was the war equivalent of a nasty slap fight.)


Anyhow, I feel like someone should look into this particular issue.  If anyone else finds a way to fix it I would also be interested just for the sake of knowing more.
