From the Modding Tools devblog, the very first paragraph:

Frankly, they still do, but we don’t want to keep you waiting any longer, so we have decided to release a beta version of the tools alongside the Fabius Maximus Update. 

Meaning when the patch is fullly released.

I have the same problem…and I have the beta.

Oh, my interpretation of this was that together with a beta of the Fabius Maximus update, a beta of the modding tools were released.

The Mod Tools were meant to release alongside the Fabius Maximus update, but unfortunately we noticed a problem in the setup of the Humankind Mod Tools app. Were working to fix it, but the tools will probably only come out tomorrow.

Thank you for giving an update on Modtools, I was really excited and worried I was missing something. Thank you for your hard work.

Some people don't finds "tools" in steam, so I explain :

- Go to your steam library (where are all your game).

- Up and left, you see a listbox with "games" selection.

- Open the listbox, you will see you can also choose "tools". 

- Do it, then you can find the humankind mods tools.

- Install unity hub, create unity account, then install unity editor.
