How to create an asset and giving it an effect ?

I'm trying to give to infrastructure an upkeep cost.

So first, I look how it's made for unit.

It give me this, in Assets/Databases/Empire/RpnMoneyDefinition :



So I try to make a new asset. I call it SettlementUpkeepEra1. I want it to be in the same directory, and give it a cost. Then finally I will try to attach it to a Settlement infrastructure.

First problem, this asset don't want to be put in this folder.

Second problem, it can't be edited, it show me a lot of weird text.

It's kind of cludgy, but you could just add an effect to the infrastructure itself subtracting gold per turn

Yes it's possible to do that. But I prefer not, because it will be part of the effect. I would like the player see it's an upkeep cost, not a effect. And an effect could interact in the wrong way with some others stuff.
