DESCRIPTION

One of my cities is under siege. I hit sortie and all the tiles to place my troops are located out at sea, so I can't position my initial levy. When I hit "confirm battle" my city is immediately lost and get the message "the resolution of this battle was instantaneous".

STEPS TO REPRODUCE

1. Using the supplied save, select the city of Thebes or a unit nearby.

2. Select to Sortie.

3. You cannot place or arrange any of your own units. Selecting an enemy unit shows that your location tiles are all off the coast.

4. Select to Confirm Battle and automatically lose the city without a fight.

EXPECTED BEHAVIOUR

I should be able to place my levy and there should be an actual battle. My two levies and four reinforcement units should be able to stand and fight to defend the city.
