Bug description :

During Neolithic Era, if you gain the Knowledge Star, you get an event called "A Tribe's Legacy", which lets you choose between 3 options (summed up below) :

According to the tooltips, the chosen bonus should apply to every outpost/city you own, but it only does so on outposts already built prior to selecting an option in the event.

Steps to reproduce :

- Launch the game.

- Load savefile Nation_NeolithicToAncientFullStarsTestLegacyTribe_13.ctr (attached below).

- Choose 1 of the 3 options provided by the event (same behavior whatever the choice).

- Either choose your culture to move to Ancient Era, start building an outpost (with the available unit for instance), or simply hit end turn button.

- If you haven't start building an outpost before ending the previous turn, start building one.

- The 2 already built outposts will show the bonus on the outpost breakdowns (or city if you moved to Ancient Era) : either food, industry or science based on the option selected. All outposts being built after won't show the bonus applied.

Expected behavior :

The bonus provided by the choice of the event should apply to all outposts/cities you own, not only the ones already built prior to the event.

Notes :

Unless it is an intented behavior, then the tooltips of each choice would need to clarify if the bonus only applies to outposts built before choosing an option in the event.
