Summary / Title: [PC/Steam] Be in Harmony with Nature tenet UI bug when building on River tile

Description: When the Be in Harmony with Nature Tier 1 tent is chosen and I want to build a district on top of a river tile it shows -12 stability instead of the standard -10.

Steps to Reproduce: 

1) Choose the Be in Harmony with Nature tenet

2) Occupy a territory that has the tent effect

3) Try to place (just hover over) a district on a river tile

Reproducibility: 5/5

Expected Behavior: As the popup shows the below tooltip should only show -10 stability.

Notes: This effect might be occurring because none of the districts exploits stability but the tenet adds this resource to the tile as an exploitable one.
