Try moving your 3 units army (or any unit/army available) on Fenghao's Main Plaza tile.

Last time this bug occured, I did that, and the Main Plaza's spawn point reappeared.

Another known workaround is building a garrison quarter, it'll bring back all spawn points.

Thanks Waykot, I ended up attaching another territory and that also brought back the spawn point.

issue still present on latest steam build after 2 years.....

I found the culprit: don't ever use the Administrative Centre Renovation. 

If you forget and use it on your city centre out of habit, then the only solution is to build a garrison.

you are right! the culprit was Admin center renovation. It deletes the spawns. i had an army fortifying the city when i renovated - it deleted all spawns, including the naval ones although the harbor was far away from the city. i moved the army out of the city - the spawns came back!!! so no garrison needed to be built. hope it helps! i will test it further to see what i can find around this bug.
