I took the city from AI and the city is mine after they forced surrender. After a couple of turns I still can't build a new district because Stability is mutinous. This doesn't make sense because the current Stability of the city is 100%. Please see screenshot

I can vouch for same thing happening to me. I sadly do not know what game it was and whether I have a save for it. Circumstances were the same - I obtained the city in a war, I built some infra/random stuff before it got to 30% (was checking turn by turn) but couldn't ever build due to the Mutinous status, even when city got to 100% stability. Reloads of the save have not worked.

Hello!

We have a known issue about it but to help our investigation could you please provide:

- Your last two auto-saves, and any other saves you think may help show the problem. Your saves are by default located:

o PC: \Users\[username]\Documents\Humankind\Save Files

o Mac: This is hidden in the Libraries folder. You will need to do an internet search to find specific steps for your OS. Once the libraries folder is revealed, they are in /library/ application support/humankind/Save Files

Same problem. Some captured cities get stuck mutinous at 100% after ending the war (gergovia previous war, nok, hagmata, san lorenzo this war).

I think it happens if the city was already at 100% stability when signing the peace deal.

My guess is I could fix this if I manage the drop the city's stability under 90%.

But a proper fix is needed to avoid this issue in the 1st place.

Yep, if you manage to drop the stability from 100%, the city state will change out of Mutinous.

My mutinous city is stuck at 10% stability. I have destroyed most farms, and other districts with negative impact, building lots of districts with positive stability, garrisons, and I have 6 marvels, yet people still keep fleeing in rebellious armies; they flee before I have time to build new districts. Actually stability does not change from 10%, permanently stuck, regardless of what I do.
