FWIW the mod was pretty broken in the immediately previous version of the game. It was obvious from having attempted to play it that it has not been updated to keep up with patches for the past several releases (issues I saw included unit movement not consuming movement points, combat stalls, and all tech in an era costing the same amount). I would interpret this as a "we are taking this mod offline until we can patch it back in at a later date".
In order for us to fully investigate this issue we need the following: 1. Video from which we can see the changes you are applying, forwarded of the screen message error.
2. After you apply the changes of the Mod, do you try to continue the game, load a save or you are starting new game?

I also cannot get it to show up even though I'm subscribed and connected to mod.io.
I've restarted the game, unsubscribed from both mod.io and the in-game browser and then re-subscribed -- I even saw the message pop-up that the mod was successfully added. Yet it was still not in the list. Restarting did not help.
Edit: Ah, I didn't think to check the mod page itself. Here is a comment exchange there:

No, the mod has not been updated yet. In short, the next update contains some big changes, and the team has been busy with those first. (Not to mention they would likely immediately render the mod incompatible again.)
