Controlling Neolithic tribes from start?

If I capture a culture's 4 base scouts I can declare war based on trespassing every turn and get an insane amount of gold by treating this culture as a punching bag, is this working as intended?

mm I might ask you for some save files and screenshots. Because on Neolithic there is no diplomacy, and therefore you can't declare war.
I think there is an edge case related to this topic, but i will need a bit more of info.

They eventually pick an ancient culture but if you don't let them build a city and you conquer your continent, you can beat them like a pinata. I generally play Humankind, Normal size, 3 continents with a new world and 30% land. I'm playing another game with the same settings and went harder in the paint, captured 3 ancient tribes, 2 are expansionists so they're harder to go to war with but I can generally keep going to war and get some pretty decent gold, haven't tried this with gold boosts yet so I'm sure I could break it harder with this.

Once I destroy their scouts they get their initial 4 back so they never die. I don't have the other save available but Horatio's bias of "prideful"; allowed me to force surrender for 5k (Early Modern), get 3 trespassing demands in, and then he would immediately refuse those demands so I could declare war and force surrender every turn.
