this is just a bit annoying but if you start ransacking a resource the defunct empire had bought before its empire vanished you will receive the inaccurate notice that the defunct empire will have a grievance against your empire. until such time HK has a way for defunct empires to reappear (like in some versions of Sid Meier's Civ games) this notice is meaningless
