I like it.  Additionally, if the stealtharmy is in a friendly territory that has detection against it (from an enemy army), that stealth army can regain stealth by standing in a friendly Admin Centre/Plaza.

It feels like a garrison should also work but I haven't tested it.  I thought that while I was typing the above.  ^^;

it states later in the tooltip that having no-stealth unit in the army makes it unable to be concealed. Although I do wonder if the tooltip couldn't do just straight without that first sentence and start with 'The Stealth of the entire Army is displayed (...)'

Yeah, that is why the tooltip is confusing as the first sentence is wrong and contradicting with the rest. It confused me at least. We can remove the first sentence instead of changing it as it is common sense I guess.
