In order for us to fully investigate this issue we need the following:

• Your last two auto-saves, and any other saves you think may help show the problem. Your saves are by default located:
  1. PC: \Users\[username]\Documents\Humankind\Save Files
• A screenshot. To get a screenshot:
  1. PC:
     • Steam: Default hotkey for a screenshot is F12
     • EGS: Use the windows print screen button, or press start and type in snipping tool/Snip and Sketch and create a new snip of the area you want to make a screenshot of.
• Your diagnostics logs. These are time stamped, and any time you close and relaunch the game, new ones are started. Please grab all diagnostics logs related to the session you were playing where the issue occurred. These are by default located:
  1. PC: \Users\[username]\Documents\Humankind\Temporary Files

Ok, there are the screenshots. I have used GUI Tools Mod but it was confirmed also by my college without this mod

After placing of outpost  and before ransacking 

After ransacking in the next turn (12) and before placing of new outpost

After placing of new outpost (Proxima Centauri)  in 0 turns instead of 8 turns.

And there are the saves:

Egyptians Turn 11 before ransack.ctr

Egyptians Turn 12 after ransack.ctr

Egyptians Turn 12 outpost proxima centauri.ctr

It is very easy to reproduce.
