Influence on independent peoples?

I returned to Humankind after a break and I don't have the Together we Rule expansion.

I noticed that independent peoples are handled differently now. You pick an option to bribe them with money and/or influence, raise patronage and sign treaties. Very nice, I decided to peacefully annex the only independent peoples on my continent. The problem is that I also nearly wiped out the other AI empire on my continent. I was pillaging their outposts and they never left the neolithic age. It seems I unleashed the eternal respawn on myself... BUT they (that neolithic AI) somehow have steady 53% influence over that independent peoples. My empire, spanning the entire continent and paying the max amount of both money and influence per turn (I believe) for nearly 100 turns can only reach 47%. How is it possible? With what do they pay? There are no anomalies left on my continent, there are no animals left to hunt... where do they get that money and influence from to outcompete me?

Right now I think I'll change the strategy. Either wipe the IP out or remove all treaties and let them disappear, let the neolithic AI settle there and evolve just to eliminate them on the next turn, killing two birds with one stone.

I did encounter something odd too. Even 30 turns or so after I had eliminated all other players on the continent, I still struggled to get the required 60% for the client state treaties on the two IPs on my content. And I was pumping a good +5 patronage or so into them each turn. Maybe it's mathematically possible. The counter did tick up, just very slowly. But it struck me intuively as too slow.

There is also the other question whether patronage from an eliminated major faction should still count or be removed entirely.

Apart from bribing them, there are other factors that could help, such as the affinity we have in terms of culture/religion with them.

Well, they followed my religion and we had 100% proximity because I signed the treaty in which they were getting closer to me ideologically.

I don't know what was causing it, but it felt very broken. I was unable to reach the latest stage (to sign the top tier treaty with them) because I was outcompeted by neolithic tribe.

I'm not sure neolithic empires should be able to have influence on IPs. I'll check with the team and probably move this thread to Bug Reports. (If you have a save, we'd appreciate it.)

That one's a known issue we're already investigating.

I don't have a save anymore and even if I had I'm afraid I wouldn't be able to send it because I play on GeforceNow and that's why I don't have any files on my PC (at least that's how I understand GFN works).

Ah, yes. I don't know for sure how GeForceNow handles saves, but as far as I know you won't have them.

That said, our QA are looking into it and as far as I know have already logged it as a bug.
