During the Terra Incognita challenge, I wasn't able to built the hanging garden over a luxury resources even though I had a free spot. ( which was built when I unlocked the wonders) I try to ransack the tile to make it happend once I saw the issue. but it didn't work.
Walkaround: There is one, because In the end I was able to build it for the challenge, but I didn't note it, From what I can recall, It involved reloading, and attaching/detaching territories. Sorry to be this vague ^^. Maybe by comparing my challenge save with this one you might reproduce it.
Just to make sure that we are on the same page on this one:
What is by design? - you can't build the wonder over an already built resources or - you can't built it on a resource that was built but got destroyed?
The Hanging Gardens wonder acts like a Luxury Manufactory. Since you have already activated all luxury resource wonderous effects, you can't place the wonder on any of them (because you can't have another manufactory linked to the same resource).
