I encountered this problem several times, but don’t know exactly how to reproduce it: It was no longer possible to scroll the map to the right beyond some point. Reloading game solved the problem.
Maybe it’s going through cities using the keyboard shortcut a large number of times which brings the position on the map near its maximum value.
It's indeed a known issue, when playing with teh World Wrap setting set to ON, you are only able to scroll 15 times in one direction before the issue occurs. As you mentioned, reloading the save fixes temporarly the issue.
