Hello!

By any chance, do you know if the territory has been captured from an other Empire and if a Cultural Wonder was under construction before the territory got captured?

Could you please provide any save where this issue occurs?

Harappa is a captured city,

Harappa (Ahaggar) is a captured province,

Susa is a captured city. This is the name of the cities, so that it is easy to find them.

I can't say if a "Cultural Miracle" was being built at the time of the capture, but I found a "Save" on which you can see it.
