When another player (I mean a bot) declares war to my ally despite Humankind Congress decision, I cannot force him to surrender. Instead, the game says: "Pay reparations since previous statement is not actual". Why?

It happens whatever game state I play: 

- Whatever map size I choose

- Whatever end conditions are set

- Any game speed is on

- Mods or without mods session goes
