Enable Mandatories, much like CIV 6, should enable you to not end turns without researching technology, idling units, or idling city productions. But it doesn't work. I've enabled it and switched it ON and OFF more than a few times and it still doesn't work. I keep having the option to end turns even though I have no ongoing research, or unit movement charge. This is a huge disadvantage for me as a human player against a computer, where the AI can do everything all at once at the same time. Units are also not moving, even though I've commanded it to move to a certain tile from the previous turn, in the end, I have to manually move the units in that current turn instead of having them move on their own from the previous turn.

Did you use/change mods after loading a savegame or starting a new game and then starting or loading a game?
If yes: This is likely the issue which happens when you change the mods after either haveing loaded a savegame or a new game. This was issue also happened to have a UIMAPPER Bug in all menus, but that part was fixed.
This will get fixed after restarting the application.

As far as I remember, this has been like this even after I restarted the game. Yes, I did toggle OFF and ON mods a few times, but then after ending a game session, and starting the next 4 hours later, the issue was still there. Right now, I couldn't test your possible solution, quite busy right now. But I'll keep that in mind.
