all empire including me automatically continue to ambush battle with signed a non-aggression pact

even having <non Non-aggression Pact> is signed but all AI empire and mind keeping trying amshing battle.
this problem is ruining the game.
Unintended constraints continue to arise on unit movements and diplomacy.
at least this shouldn't be happened in signed non-aggression pact situation.
I understand that this battle is taking place in the city of defenders even they have non-aggression pact
but in other situation is not.
Please correct this problem in common sense

They already knew it and admitted it was their mistake, but they still haven't fixed it for more than 6 months.
