As far as I recall, these bonuses are applied to the Emblematic Quarter itself, not the other individual quarters. You should see large bonus of Stability or Influence on your Opernhaus or Teahouse. If that's not the case, can you share a save or a screenshot?

The "per District" bonuses are unfortunately not included in the preview (there's probably some technical reason for this that is beyond my knowledge). However, you can see them once the district is finished (Note that as far as I know, it only counts districts in the same territory, not the whole city):

Yes, some effects used to scale by the whole city in the past but only scale by territory now. The old version was too powerful and negatively affected the pace of the game.
