Actually, you will find that the Uluru graphics are flipped vertically. That is, Uluru is treated in game as if the tiles 1NW, 2NW, and 2N of the selected unit are the impassable 3 production tiles, but the graphics instead have Uluru cover the selected unit, 1W, and 1NW.

The same thing happened in my game, so it just seems to be a (rather serious) graphical glitch.
