also happens with eiffel tower and other wonders, so maybe bug = wonders cannot be built over districts

This still appears to the bugged in the full bonny update which is super annoying and basically makes these wonders pretty worthless. Kinda irritating given I stopped playing the game a year or so ago because of the bugs and decided to get back into it with the bonny patch
