Description: I have the recommended 3 horses and 4 iron in my capital, but my horses are exploited in other cities. I cannot build a Tourney Field in the capital because it 'Cannot be done as it does not add anything useful to this City or Outpost'. However, in this case it does: it gives a -15% unit industry cost, and also unlocks the Military School.

Steps to reproduce:

In the attached game, select the capital 'Unug'. Try to build a Tourney Field

Expected behavior: The Tourney Field can be built as it gives +15% military unit production (the horses production is 'wasted')

Actual behaviour: The game blocks me from building a tourney field because it believes I am only building it to increase my horses supply by 2.

Charcoal Kiln have the same issue, but it seems to happen with Copper Access.

Edit: Weirdly, after some turns, it became possible to build as normal.
