So, I have continued a game from before the update where I am playing as the Argentinians. The "Salted Beef" luxury resource does not show up in the tab of luxury resources. Also, I can't seem to trade it. I am not even sure if it does apply the bonuses to stability and army upkeep. I have just tested it. It seems to not count the districts built before the update. Only the ones after the update. 

Its not wise to continue game saves from older saves after major patches, especially one as big as this one.
