I've been struggling for a lot of turns to reach 30% stability in my 4 city empire.

And I noticed that in certain turns the stability does not move in any city (none of the cities reached the balance point).

Normal game speed (5% stability change per turn expected.)

You do realize that as an Agrarian, each time you grow a pop your city gains 5% current stability, right? So an agrarian culture that is over its target stability and grows a new pop will lose 5% and gain 5% resulting on your stability not changing at all
