Description: After enacting Independent Artists on Artistic Ownership, the building appears at the city construticble list, but always grayed out, even when the city has a Common Quarters or a UD that counts as a Common Quarter.

Unofficially, i also saw some people at other forums complaining that the corresponding building for the other option at the same civic also behaves identically.

Yeah I am having the exact same issue, and its screwing massively with my current playthrough. All those grand teahouses I buildt are missing out on some insane culture gains right now due to this bug.
