When a naval battle happens between any of my ally and non-ally, I cannot select my units and bring them to support my ally. Why does this happen?

It happens regardless of I have 3rd party mods enabled or not. Also on whichever game time (begin-, mid-, or endgame) it is.

It never happens with land battles.
