[PC/Steam, v1.0.25.4263] AI not making use of Cogs effectively

The AI doesn't utilize its cogs effectively in naval combat when fighting stronger ships. When getting into naval engagements the AI will tend to simply have weaker naval units flee backwards rather than engage the opposing force. I suspect this may have something to do with ships having return fire abilities in later eras, and the AI doesn't seem to understand that cogs and ships earlier than them don't have range to make use of this feature. Regardless, when having full naval advantage the AI in my most recent battle spent the entire time fleeing rather than rushing down my ranged ships. It did make use of naval transports to rush my ships, but that seems to be more evidence that the AI is wrongly assuming it will be able to return fire with cogs or earlier vessels.

Steps to reproduce:

Positioning my fleet towards the back of my deployment zone resulted in the AI suiciding its naval transports but fleeing with its cogs consistently.


Expected behavior:

AI utilizing its full navy in combat and not relying on return fire mechanics when its ships can't actually return fire.

Adding to this, I still see the AI regularly reinforce and attack with transport ships, which is very detrimental due to the weak nature of transports.
