When attempting to liberate a city (into an Independent Peoples) with a paper mill the game breaks and most functions cease to work. I have recreated this bug modded and in vanilla. I suspect it might also happen with other culture specific resource districts but have not presently confirmed that.

Steps to reproduce:

When playing as any culture, attempt to liberate a city that has a Paper Mill. Doing so will cause the game to stop functioning properly.

Expected behavior:

Liberating a city should create an Independent People and not crash the game, regardless of whatever resources built in its borders there are.
