This seems to be an issue only since the Achilles update. I was playing with the update preview via Steam and ran into this a couple of times and now have done so again after the full release.

Very randomly, I ask for the AI's surrender, select the terms (within the allotted war score amount) and things proceed as if the AI agreed (both characters give their victory/lose speeches including the AI who says they surrender) but the terms don't go through and the war continues. I've repeated the process several times including changing the terms of surrender, even offering a white peace but all have the same results. I even pushed my war weariness to 0 and tried to surrender myself but then they don't accept.

I've tried reloading and playing back from a previous save (both manual and auto save) but still have the same issue.

If you could upload them either on a bug report in the bug section or here on the forum, we can check the situation and try to find a fix for this.
