That's a frustrating situation indeed... But I don't think that's an AI issue as it can happen in a multiplayer game as well. I've sent your post to the design team, they will look closely at this problem eventually.

mm I think is legit to do those grievances, if you loose your territories. Other thing is that if they just, idk, declare a war against you without having anything.

In any case, when you see a behaviour on the AI that shouldn't happening we would ask you for the save files, so the team can take a look at it.

You're absolutely right, that's an oversight on our end! If an AI concealed Army is stumbled upon by a friendly Army, the AI should not attack.

I'll also check that the Intelligence Coalition treaty is properly considered by the AI.

If you just want to accept defeat and see the end game screen you can still concede the game, this option should be available in the pause menu.

I can think of multiple ways to explain this (the territories could be considered useless or the nearby cities could have Stability issue) but I can't be sure unless I have a look at your situation. Do you have the save file showcasing the issue by any chance?

In the save you provided, the only AI with Three-Masted Ship is the Red empire (Poles). I've tested, as soon as the Purple (Mughals) empire unlocks the technology, it starts sending troops to your cities.

I see you refused their demands, that's what pushed them to declare war (and they shouldn't have, since they can't reach your cities just yet). I'm not sure why did Purple (Mughals) not declare war on Redish-Purple (Incas). There's a crisis going on between the two but it has not escalated to war just yet and I can't see their past relation for some reason...

From what I can see in your save file, the empires that attacked you were pretty much alone on their continent. Once you've met them, you became the only war target they could consider. In general, the AI handles human players the same way it handles other AIs (except a few things in lower difficulty levels that always benefits the human player). 

You're right, we should check if the AI can actually reach one of an opponent city before considering war against them. It rarely happens so we missed that issue.

Thank you for your feedbacks. 

It's hard to tell why that city lacks Food and Industry districts without context. The AI doesn't apply a city plan, it picks districts based on its needs and picks the best spot for them when it starts to build it. So seeing a lot of Science districts in a city means the AI estimated it needed more Science very often in the game. That may be a problem in and of itself and I think poor city planning is one of its symptoms (even though we keep spending time on that part).

I agree with you, Industry is a great development vector and should be prioritized. That's why we make the AI focus Industry (and Money) once its economy is sane (ie. the city produces enough Food to sustain its population and the empire produces enough Science and Influence). The focus may be a bit too discrete though, I'll look into that.

SIMPLE SUGGESTION TO SOLVE THIS ABSURD BEHAVIOUR:

The AI shouldn't declare war on anyone they can't reach via shallow water until they reach three-masted ships (with a programmed exception for Norsemen and MAYBE Swahilli).

Also, the AI should be less likely to declare war on you the further they are, at least for the first half of the game.
