  • New realm layer system: Cities & Outposts can be grouped into an administrative province. Unlocked through a [TBD] technology/civic. Capital starts with a "Core" province and all other territory are considered "unorganized"/decentralized. Adding more cities to a province grant bonuses representing the growing interconnection, organization and centralization, and reduce the cost of absorption. Attaching or absorbing Outposts/Cities outside a province comes with great penalty. Having each city have their own province grant them different bonuses related to decentralization and flexibility or local governance.
  • New resource "Administrators": reminescent of "great people" in civ or of Advisors/Councillors in paradox games. Can be appointed as Mayor of a city, Governor of a province, Advisor/Secretary of a department/agency of the central government, as an ambassador or as a general of an army. Having such an administrator in place grants various bonuses, having a surplus of administration brings bonuses and lacking administrator causes penalties. (Those who tried JFD's mod for Civ5 might recognize the similarity, others might think of Civ6's governors that I don't actually like)
  • Provinces may become autonomous (revolt, client state status, vassal status, etc) for various reasons (cultural/religious alignment, stability issues, distance from capital while not having any administrator, etc). Could also have an "automate" option where the local governor/mayor handles city-management for you (like in Civ4 or Civ5/6's puppet states... but it might be simpler to re-use the current client/vassal state mechanic with some minor modifications).
  • Provinces and administrator can be re-arranged at any time, but will cost influence and/or gold. Bonuses scale over time when these are left unchanged.


This could help the player specializing regions of their empire and enhance the immersion feeling of managing an empire.

Note that this mechanic opens the door to a lot of flair; if the player has selected a monarchic system of governance, the provinces could be called "Duchies", administrators could have noble titles, etc. Could also allow players to choose the name of their country and be prompted to update it whenever major changes occur (like revolutions). This could allow for names like "Gothic Egypt" for a player taking the Goth right after the Egyptians and wishing to keep some sense of continuity. Could also have these regional names show up on the map like some natural features are currently.

I really like this. A little time ago I suggested to add special statute cities into the game and this would be a great opportunity.
