It is not possible, if you conquer another empire, his projects are still his. The only way to obtain wonders from other empires is to take over the territories where they were built.

The only way to get some benefit from projects that aren't yours is through the agreement of shared projects in the diplomacy tab, but you will not share the benefits of the cultural marvel, you will only gain a large cash/influence payment of your choice after the conclusion.

This is not completely true. When a rival empire claim a wonder but doesn't place it on the map and hence doesn't start the construction, you won't seize the building rights of that wonder upon conquest as spoils of war. Building rights still remain in the possession of the original empire who has claimed it first. This only happens in some rare cases like when an AI empire with no territory containing any coastal water tiles, still claims, for instance, Lighthouse of Alexandria that they cannot place anywhere.  However, generally AI empires almost always place the wonder on the map immediately after they claim it, even if they don't plan to continue the construction right away. (They just place it and leave it in the construction queue with 0 Industry invested.) In such cases you can continue and finish the construction of this wonder yourself after you conquered the city (or territory) and you will benefit from everything this wonder has to offer; it will be yours.
