Top centered invisible panel prevents from dragging map

Sorry for being late, almost forgot to report this one !


Bug description:

While playing, and when selecting an AI or Independent People's city panel, the top center space of the screen (between the fame panel on the left and the resources/incomes panel on the right) becomes undraggable/unselectable on the map.


Steps to reproduce:


On cities :

1. Start the game

2. Load the save file (see attached)

3. Once the save file is loaded, click on Harrapa's city panel to display the city UI.

4. Right click to close the city UI.

5. Move to the left of the map, and select Napata's city panel (yellow AI) to display the city panel.

6. Right click to close the city panel.

7. The top center of the screen/map is not draggable/clickable at the location of Harrapa's city slot management panel.


On outposts :

Exact same steps as above for 1 et 2

3. Move to the left of Harrapa, click on the Celts outpost to display its UI

Exact same steps as above for 4 to 6.

7. The top center of the screen/map is not draggable/clickable at the location of the outpost panel. 


Reproducibility:

5/5 - Works consistently ingame as well (no need to reload every time to face the issue).


Expected behavior:

Displaying AI or IPs city UI should not prevent the map from being draggable at this location of the screen and on the map.


Notes:

I assume that there's an invisible city/outpost panel centered at the top that prevents from dragging the map at this location, since selecting back and deselecting one of the player's city panel (or outpost) resolves the issue, and its size matches the one of the city or outpost top centered panel.
