+1 in multiplayer civics aren't accesible

Doesn't happen in singleplayer for me, but afected 2/5 players in our multiplayer game, I no longer have the autosave, but looked like this for me and the other playe (for the entire game,after multiple reloads):

I had the same issue. I was playing multiplayer with one of my friends who hosted the game. We got about 150 turns in before I realized I had not been able to pick any civics. I wasn't even allowed to open the civic tree. However my friend who hosted was able to pick civics just fine.

In general, atomic technology gives access to a solution - atomic testing, but as you can see in the screenshots, in my multiplayer game I have as many as 4 social institutes. This completely destroys the impression of the game - the game is in the alpha version? I never got an atomic weapon.

After some testing I think it might be an issue with game speed.  When on fast game speed I get this bug.  When on standard I don't.

I was playing a multiplayer game at normal speed with basic settings. And still this bug.

Same problem! I'd done some test to find what caused this problem.

That's my Chinese test words.

我刚刚去开了个多人档测试了一下，开着CE。具体测试方法：选择8人局轮流坐第一个位置，直接升星选择文化，建城把人口点到7。然后保存回合1，再读档坐到第二个位置以此类推。那么第二回合进入远古后就都是1个7人口的首都+1哨兵达成8人口+首都+远古解锁市政的前提条件。理论上第三回合就能触发市政的解锁。
然后我发现，回合3坐在第一位的玩家解锁了市政（符合预期），但别的玩家没有，回合4坐在第二位的玩家解锁了市政，在此之后直到20回合没有玩家解锁市政。
大概的结论是只有优先达成8人口+首都+远古的玩家能够解锁立国神话和法律。AI也不行。铁bug了

simply conclusion: only the first two player get 8 pop in ancient unlock the civics
